If he wants to get back in, there are other characters added in Chapter 5 to choose from without too much catching up (Julie in Sword would be a good choice, as she's with Katarina), and he can also create a new character in Gold and/or Omaha.

I hope Tracy is a real person who wants to join the forum, but there are certain things that make it unlikely. Tracy is one of three user names that were all created in the last month or so from the same IP. The first of them has never posted, and the other two made exactly one post each in old threads with a similar generic message and the same spammy link in the signature.
