You, and your colleagues chosen from other Federal Law Enforcement agencies, have been especially selected to participate in this exercise of inter-agency cooperation so that we can pool your collective talents and skills to better serve the interests of our great nation. As we struggle to over come the challenges we face as a nation in this time of global pandemic, we're counting on you and your colleagues to work together against the many threats we face (foreign and domestic, visible and invisible, biological, human and 'other') in order to keep your countryman safe, secure and healthy. OCC- This is meant to be a list of NPCs as we proceed.

Episode 1-
Claire McKenna- Assistant US Attorney for Southern District of New York. McKenna has been working in criminal prosecution since graduating law school A native New Yorker originally from Throggs Neck, The Bronk https://en.wikipedia.org/wiki/Throggs_Neck, McKenna did her undergraduate education at State University of New York Albany. Double Majors in Criminal Justice and Political Science on an Army ROTC scholarship, before doing her law degree at Fordham Law School, where she graduated Cum Laude. She subsequently went to the Judge Advocate's Corp, US Army, served 4 years, with tours in Iraq and Afghanistan before returning to NY to take a position with the Bronx District Attorney's Office. She worked for four years doing criminal prosecutions, including a number of high profile cases involving political corruption, organized crime, child pornography, narcotics, and homicides. She was recruited by the US Attorney's Office for New York and has continued to work there since 2016. Married her college sweetheart, the marriage collapsed during law school, and she was divorced while serving abroad in Afghanistan. At the office she's known for being a no-nonsense, dedicated attorney, remarkably focused and generally apolitical, but with a habit of swearing profusely when not in court. In addition to working for the US Attorney's Office, she also rents a number of properties in some of the recently gentrified areas of NY, which has allowed her to keep a nice apartment in Brooklyn Heights neighborhood of Brooklyn, with a view of lower Manhattan. https://en.wikipedia.org/wiki/Brooklyn_Heights

Antonio "Tony" Lapis


Antonio "Tony" Lapis is an older DEA agent nearing 10 years of active service. A graduate of CUNY John Jay College of Criminal Justice, Antonio "Tony" Lapis first did a tour with the US Marines before returning to join the New York State Police before joining the DEA at age 34. Fluent in Spanish, Lapis has worked in Latin America, primarily working Colombia, Ecuador, Bolivia and Mexico, including a period undercover with Mexican Cartels. For the last 5 years he's been working in New York on gangs and foreign narcotics organizations. At age 44. he's considering staying with the DEA past his required 20 and then retire. He is twice married, and lives with his wife Marie, a private Trusts and Estates attorney who is currently teaching at St Johns University School of Law. They live in Jamaica Estates, Queens along with their two teenage children, Michael and Cecily. Much of his current work involves coordinating with local NYC and State Police narcotics investigations. He enjoys the work and keeps fit, but feels he's mellowed with age.

Second only to the Assistant Attorney General on National Security. He sends a late night call.

US Marshal Cheryl Wade- A young African American female Marshal who serves as Claire McKenna's driver and protector.

Detective Chris Dowd,- Criminal Investigations Unit, New York Port Authority Police Department. https://en.wikipedia.org/wiki/Port_Auth ... Department An African American detective in a police department dealing with issues of discrimination, The Hole is not in his jurisdiction so why the interest?

Sergeant David Ruffini- 73rd precinct- is the NCO in charge of patrols in the 73rd precinct and the local supervisor on site. Has not been sending patrols into the neighborhood so limited relationship with the local community.

More NPCs-

Detective Joseph Pacesee- 73rd Precinct resident detective- A cop who grew through the ranks from a family of Italian Americans who have been in the police for generations. Parchesee has been decorated from heroism twice, and has been repeatedly suspended for violations, twice for excessive violence. Seems like a cop with courage who keeps getting himself into trouble.

Capt. Terrence Robinson- a 20 year veteran of the police. Only two years on the assignment, he was sent in to help sort out a precinct that has been dealing with internal problems, while trying to police some of the most crime ridden neighborhoods in NY. A difficult assignment with limited resources and support. Sometimes Robinson suspects he's been sent to the 73rd because someone wants him to fail.

Detective William "Bunk" Mooreland- a long-term homicide detective in Brooklyn. A seasoned pro but only on the case for 48 hours, so someone who will want results. But he's the only one sent, perhaps because the department is otherwise pre-occupied.

John Salvaggio- NYPD Fire Insector. Seasoned veteran of FDNY later fire inspector. He investigates fires and thinks this is a strange one Image

Dr. John Bernard "JB" Cooper-

Professor of History, Colombia University and member of the NYC Chapter of the Federation of Black Cowboys.

Cooper is in his 50s and has been a Professor of American History at Colombia for nearly 30 years. He has specialized in African-American History, the African Diaspora in the Americas, History of Empire and the American Frontier. He's written multiple books and articles on these topics, but has generally slowed down his professional academic life to enjoy more of what life has to offer. Among his interests has been revitalizing the NYC Chapter of the Federation of Black Cowboys, which continues to perform in area functions to education the NYC community on the role African Americans played in the expansion of the American frontier. He enjoys riding his horse and is fairly well known in the local community of "the Hole" as a regular member and visitor, often asked to settle local disputes and problems when possible. Unlike many, Cooper feels a bit safe in the community, perhaps because he keeps a lever action carbine nearby and rides with a vintage Colt 1851 Navy Revolver, https://en.wikipedia.org/wiki/Colt_1851_Navy_Revolver a big enough gun to scare away many a would-be criminal.
