Operation SANDMAN has uncovered a number of unusual developments in New York. Reports on the individual anomalies will be sent separately with appropriate debriefing excerpts and memoranda from our field agents. In brief: the "Dreaming Man" drug is more dangerous in its effects than previously suspected, and any further incidents of it should be investigated immediately. Its source in Harfleur is still unknown. The field agents have encountered paranormal phenomena, most recently in a raid on a cult devoted to the drug (see attachment). They have also encountered several highly skilled covert operatives, resulting in four deaths and one hospitalization; the rapid response of the operatives' employer's public relations efforts and the sophistication of their hardware leads me to suspect covert government involvement at a high level. I know the field agents suspect the same thing and are undertaking constant efforts to maintain secrecy, but ongoing events have only made them more visible. Hopefully they will require no further support from organization friendlies; the current involvement of four agents and nine friendlies in such a public investigation already presents a great risk to compartmental security. Further reports will be forthcoming.

A drug called The Dreaming Man was circulated in 1998 that was highly psychedlic and that affected secondary parties. Alleged operation name SANDMAN.

Operation Sandman

The Metropolitan Bureau of Investigation (MBI), the Drug Enforcement Administration's High Intensity Drug Trafficking Area Heroin Task Force (DEA HIDTA); the Miami and Orlando regions of the Florida Department of Law Enforcement (FDLE), in conjunction with the Osceola County Sheriffs Office, Orange County Sheriffs Office, Orlando Police Department, Ocoee Police Department, Florida Highway Patrol, and Office of Statewide Prosecution have completed a two year investigation into a major Heroin trafficking organization operating between the Miami/South Florida area and the Orlando/Central Florida area. The organization, in existence since 1999, is believed to have distributed eight kilos of heroin per month in the Central Florida area, which has a street value of $90,000.00 per kilo (2.2 lbs). This was carried out by transporting the heroin to Orlando in vehicles equipped with hidden compartments.

Agents are currently serving arrest and/or search warrants in Osceola County, Orange County, Broward County, and Dade County. In the first round of arrests in Operation Sandman, a total of 20 heroin distributors are being charged with trafficking in heroin over 28 grams, which carries a 25 year minimum mandatory prison term, and conspiracy to traffic heroin and cocaine. Some are facing multiple charges from prior arrests during this investigation.

Also, during the course of a residential search in South Florida, agents discovered a hydroponics operation with approximately 300 marijuana plants being cultivated. In addition a number of vehicles and other personal property were seized for forfeiture. This is another example of how law enforcement agency cooperation in the South and Central Florida area has led to the dismantling of a major drug organization.

At this time no names of the arrested suspects will be released due to the continuing investigation.

27 DEAD, 10 MISSING IN NYC CULT RAID

Queens, NY -- It has already been dubbed the "Voodoo Bloodbath" by radio and television announcers: a police raid of a small Haitian church turned deadly last night, leading to the deaths of more than two dozen worshippers and at least two police officers, and the mysterious disappearance of ten heavily-armed "SWAT" officers from the New York Police Department. It all began last night around 9:00 P.M., when, police say, federal drug investigators were told of a police officer in distress at 1652 24th Street, Queens, the location of a small voodoo church. Four investigators went to the scene, where they found the body of the missing officer, identified as NYPD police officer Leroy Lemonde. The federal agents were then reportedly attacked by the congregants. A vicious firefight ensued before the investigators retreated and called for back-up, in which as many as a dozen congregants were killed and ten more wounded. Other congregants reportedly retreated into the house at 1652 24th Street or fled into neighboring buildings or alleys. Police then came to the scene in force, says Captain Elton Ramsey of the 116th Precinct. The federal agents reported the presence of a bizarre chemical gas in the area which apparently caused powerful and dangerous hallucinations, which the cult was apparently using in their worship, but two officers entered the house before receiving this warning. They did not come out. A team of officers from the Emergency Services Unit, the "SWAT" team of the NYPD, entered the house in a barrage of tear gas. According to Captain Ramsey, they may have succumbed to the unknown drug's effects, as they reportedly became disoriented before communications were lost. Gunshots were heard, however, and two of the ESU officers fled the house: one of them fired on the other police and was shot to death, while the other fell from an upper-floor window and is reported to be in serious condition at nearby Faith Hospital. Several other officers entered the house in an effort to locate and retrieve the missing officers, but they retreated again as a fire began to consume the building. Emergency crews brought the blaze under control before it spread to any nearby structures. Police suspect the missing officers and suspects were trapped in a tunnel beneath the house, and excavations are underway to locate them. Special Agent Donna Wang, a forensic scientist from the Federal Bureau of Investigation, stated that federal agents recently began an investigation of the deadly drug used by the 24th Street congregation, but she refused to give details of their operation or identify the officers involved in the initial shootings. Her team withdrew around a dozen corpses from the house after the fires were extinguished. A statement on their findings, she said, will be issued soon.

CNN today reported the arrests of a number of federal law enforcement and intelligence agents, in Washington and New York, as part of what appears to be a massive corruption ring. FBI agents arrested ERADICATED, an agent of the CIA, along with ERADICATED, a civilian employee of the National Security Agency, and ERADICATED, also an employee of the CIA, at a farmhouse in rural Pennsylvania. "According to CNN, these men were engaged in a vicious plot to smuggle drugs and weapons into and out of the United States, aided by other agents of the intelligence and law enforcement community. Merriweather, Holland, and Beset have recently begun work on the new Charnel Dreams album, tentatively titled The Goddess of the Black Fan.

God´s Lost Children: Lead Singer, Brian Lochnar.
God’s Lost Children burst upon the heavy-metal music scene in 1987 with their Unspeakable album and tour. Their music touted hatred, pain, and death as the hallmarks of human civilization, a civilization that was rapidly consuming itself. In February 1987 Brian Lochnar and two other
members of the band had died onstage in Jacksonville, Florida, during a riot that ensued when a lighting boom fell into the crowd and killed nine.


Mister Hister Lead SInger: Anton Merriweather. Fifteen months after the death of the mebers of Gods Lost Children the heavy-metal music scene of NYC had a new favourite. The band released a single in late 1988 on Tunnel Records; the song, “Dreamtime,” landed on the College Music Journal charts at #81. Confusion over their name was cited for poor sales.

Anton Merriweather: (b July 5 1970) Owns two residences: a small house in Oyster Bay, Long Island, which overlooks the Long Island Sound, and a penthouse on Park Avenue and 106th Street East.

In 1996, Merriweather got tutored by legendary guitarrist Alvin Harris in the art of music.


Chris Beset came to Merriweather’s attention in 1988 at the Odeon Nightclub. Chris performed his song “The Pivot” to an incredibly receptive crowd for the birthday of his girlfriend, Ford model Tina Dover. Merriweather was impressed by the young musician’s talent and stage presence, and managed to win Chris over with his own musical talent, ideas, and drive.


Louis Holland. A musical prodigy from an early age, he studied at several performing-arts high schools and eventually graduated from Juliard. His complex and far-reaching talents for musical arrangement and his lack of social skills led to many ego clashes and suspensions from every school he ever attended. In the end, with his degree and an unbearable personality, Louis moved back in with his parents, occasionally hand-transcribing sheet music for local companies.


Martin Tast met Merriweather in 1987, as the odds and ends of the band that would become Charnel Dreams were forming around Anton’s tiny apartment on Rutgers Street. Tast, the oldest member of the group, was the longtime bass player for local band Black Lite Tribe, but left when a relationship
with the lead singer ended. Tast is a skilled bassist but lacks personal inspiration.

Side note:
Edgar Allen Poe´s The Conqueror Worm reads like: An audience of weeping angels watches a play performed by "mimes, in the form of God on high", and controlled by vast formless shapes looming behind the scenes. The mimes chase a "Phantom" which they can never capture, running around in circles. Finally, a monstrous "crawling shape" emerges, and eats the mimes. The final curtain comes down, "a funeral pall," signaling an end to the "tragedy, 'Man'" whose only hero is "The Conqueror Worm".
