History of Global Unification (New characters only)

Styx Base, 2112: Humanity has established a foothold on Pluto, at the very edge of the solar system. Story and his companions arrive just as a crisis is brewing. Humanity plans to spread its empire to the stars, but there are other forces at work. The destiny of the human race is at stake, and the Time Lord and his friends may be the only ones standing in the way of impending doom.

This is Classic Doctor Who meets Call of Cthulhu, the second of a series of connected adventures set in different eras and locations that started with The Terror Out of Time.

If there is one driving force of the 21st century, it is global unification. Though the dream was not realized until this century, the foundation was laid in the previous one. Global unification is hardly a new concept. Even in ancient times, Alexander the Great ruled an empire that spanned most of the known world. The Congress of Vienna in 1814-5 was an early step in the direction of unification following the devastation of the Napoleonic Wars. Likewise, the first two World Wars in the 20th century resulted in attempts at global governance in order to prevent future wars. The League of Nations was doomed to failure because the world's greatest power, the United States of America, refused to participate, and because member nations could simply withdraw from the League of Nations, as Japan did in the 1930s when the League condemned its expansionism. The United Nations failed because it did not have the power needed to enforce its will upon the entire world. But we have learned from the failures of the past. Under Alexander Kaiser's benevolent government, membership is mandatory for all nations without exception, and secession is forbidden. The current world government also has unlimited power over all nations and citizens of the world. Nations are no longer permitted to keep their own militaries, only such police as are needed to maintain internal security. The world government controls all military forces as well as all nuclear weapons. No rebellious nation can hope to stand against the might of the Peace Forces.

The threat of war was not sufficient to bring about global government. What ultimately united all nations of the world is the extraterrestrial threat we face. Throughout the 21st century, the Earth has frequently been attacked by various alien species, most notably the Cybermen. We also faced threats from hostile creatures native to Earth, which culminated in the attack on Sea Base 4 in 2084 by the combined forces of the Silurians and the Sea Devils that nearly triggered the final war that would have annihilated all human life on this planet. After that, the drive towards global unification picked up momentum. Still, there were nations that resisted. This resulted in a different kind of final war, the Unification War of the early 22nd century, caused by these recalcitrant nations that refused to give up war and disunity. This war was finally won by the noble Peace Forces, which continue to seek out and eliminate any hint of treason or rebellion.

Global unification has also hastened the spread of humanity beyond the Earth and throughout the Solar System. The many colonies already on the moon and Mars have been joined by new colonies and bases established on the moons of the gas giants in the outer Solar System. The existing offworld outposts of humanity that rebelled during the Unification War were forced to surrender after their confederates on Earth were defeated, as without resupply from Earth they could not survive. The only planet in the Solar System that does not yet have a human presence is Pluto, but that will soon change. The brave Captain Wladyslaw Kowalski has embarked on a mission to scout out and land on Pluto, which will followed next year by the establishment of a permanent base. Humanity can best protect itself from alien threats by spreading out, first throughout the Solar System and one day to the very stars themselves.
