There are bands in place that hook them in using wooden pegs for anchors. It's relatively easy to remove the cups and plates. It looks like they're more secured against the whole cupboard moving rather than to prevent individual removal.

There's a tall cupboard filled with cups and plates in the top part and empty sacks in the bottom part. The cups and plates seem rather secured, in a manner reminiscent of a ship, so that they wouldn't slide about. But why would they slide about?
